Lower this for improved accelerations, raise it for improved top speed. Obviously, raise it for curvy courses so you can use it while cornering to straighten yourself out quicker and lower it on straighter tracks and drags to maximize your speed on the the straightaways. Lowering this gives you longer but lower powered bursts, raising it gives you more powerful but shorter bursts. I generally leave this alone unless I am doing a course with either a lot of straightaways (raise it 1 or 2 notches) or one with lots of curves (lower it a notch or 2). Lowering it lowers you top speed but helps with cornering. Raising this increases your top speed but hurts you when cornering. Raising this setting is basically useless. I usually lower it 1 notch to help a tad with cornering, and make up a bit for my stiffer steering and handling settings. Lowering this lowers you ride height, which improves handling (mostly cornering) on smooth roads, but it can cause problems on rough roads. These changes will help you maintain control through turns. For the most part you want to raise it if you have a rear while drive car and lower it if you have a front wheel drive car, and leave it alone if you have all wheel drive. Raising this moves your break bias to the front of the car and moving it back moves it towards the rear. Again, I raise it to normal for really curvy tracks. I find it much easier to keep my car pointed the direction it's actually going with the stiffer handling, and less minor swerving equals more top speed on straightaways. I also lower this 2 or 3 notches on all my cars for the same reason. Raising it helps with cornering but overall makes the car harder to control. Handling is actually a lot like steering. Only on a REALLY twisty track or when dragging do I raise the slider back to the middle (on drags having it higher helps you change lanes faster). I have lowered Steering 2 or 3 notches on all my cars because I find the default has me swerving a lot when I am trying to go straight but even with the lower settings I can make virtually all corners without problems. Raising steering loosens you steering making cornering easier but making the car harder to control when not cornering. If you need more top speed then just change your performance settings. Note that if the player does have some or all of the materials required to make something, they will still be expended.
